Our mission is to create safe migration pathways for Vietnamese labourers to Germany, focusing on both the skills and the unskilled and undocumented labour migrants often excluded from formal channels. We are committed to fostering stronger intercultural relations, helping labour migrants integrate into German society, and providing essential resources and training to stakeholders on both sides. Through strategic partnerships and effective structures, we aim to build a future where Vietnamese migrants can access fair labour opportunities in Germany, free from exploitation and harm, while contributing positively to the communities they join

What we do
VISLA's Founding Team

Dorothea Czarnecki, PhD
Dorothea is a co-founder of the Vietnam International Safe Labour Association (VISLA) and a dedicated social scientist with nearly 20 years of experience combating human trafficking across Latin America, Europe, and Southeast Asia. She serves on the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) and the advisory board of the German National Rapporteur on Trafficking in Human Beings. Currently, she works as an IT analyst specializing in child sexual abuse material (CSAM) and leads anti-human trafficking efforts at FORENSIK.IT in Berlin. At VISLA, Dorothea focuses on lobbying, political advocacy, and shaping policies to protect vulnerable migrants and prevent exploitation in Germany and Vietnam.

Mimi Vu
Mimi Vu is the co-founder of Raise Partners, a social andenvironmental impact and ESG consulting practice in Vietnam. Withover 20 years of experience, Mimi has made significant contributionsto the field of sustainable development in areas such as genderequality, climate change, economic development, education,healthcare, ethnic minority empowerment, supply chains, and labormigration. She is also the co-founder and organizer of the annualVietnam ESG Investor Conference.Mimi is one of the world’s leading experts on Vietnamese humantrafficking and modern slavery, conducting in-depth research,providing direct support to victims, advising local and internationalgovernments, training law enforcement, and developing private sectorstrategies. Mimi frequently shares her expertise in international media outlets such as theWashington Post, The Guardian, CNN, BBC, Le Monde, Reuters, Associated Press, and Sky News.She currently serves as Director of Vietnam Holding, a London listed closed-end fund investingin Vietnamese equities that has outperformed the market over 1, 3, 5 and 10 years. Additionally, Mimi is Vice-Chair of Advocacy for the European Chamber of Commerce Vietnam’s Women in Business Committee and co-founded the American Chamber of Commerce Vietnam’s ESG Committee. In 2024 Mimi was named by Tatler magazine as one of “Asia’s Most Influential” people for her work in human trafficking prevention and sustainable development in Vietnam. She received herundergraduate degrees from the University of Michigan and her MPA from New York University, and has been based in Vietnam since 2006.

Son Le Duc is a co-founder of the Vietnam International Safe Labor Alliance (VISLA) and a dedicated advocate for ethical labor migration and sustainable workforce development between Vietnam and Germany. With a background in international business and experience in startups and corporations across Vietnam, Singapore, Germany, and Canada, he brings a dynamic problem-solving approach to labor mobility challenges.
As Co-Founder & COO of Alma Recruiting, Son spearheads programs that equip Vietnamese youth with language skills, cultural orientation, and professional development, ensuring their smooth integration into German society and the workforce.
At VISLA, he leverages evidence-based insights from Alma Recruiting to advocate for policies that create fairer, more accessible migration pathways.

Vinh H. Pham, M.Sc.
Vinh H. Pham is a business leader and co-founder of the Vietnam International Safe Labour Alliance (VISLA), dedicated to strengthening economic and labour ties between Germany and Vietnam. As an entrepreneur and adviser with deep roots in both cultures, he specialises in economic consultancy, cross-border trade, and labour market integration.
At VISLA, he leverages his experience as a business owner and his network within the Vietnamese-German business community to empower migrant workers and entrepreneurs alike. His vision is to help migrants understand their rights while creating fair economic opportunities for both employees and business owners, at home and abroad. Through strategic partnerships, skills development, and policy advocacy, he strives to build a more inclusive and sustainable labour market.
